Rasterizer and Layout Engine

With outline fonts (TrueType Fonts, etc.), characters cannot be displayed using the font file alone.
It is necessary to have rasterizer software that rasterizes the font data into character images.

Rasterizer

The Layout Engine takes the rasterizer-generated individual character images and puts them in character strings.
It can also do a variety of processing such as adjusting character and line spacing and rotating character strings.
This software is necessary to correctly display languages with complex writing rules (Arabic, Thai, etc.).

When using an OS (Windows®, etc.)

Special action is not necessary since both the rasterizer and the Layout Engine are already embedded in the OS.

When using an embedded-font device without an OS

It is necessary to provide a rasterizer. (Depending on the language, the Layout Engine may also be necessary.)
